DEP Approves Environmental Assessment for Lancaster County's Frey Landfill Permit Application Now Moves to Technical Review Phase

HARRISBURG -- The Department of Environmental Protection announced today that it has approved the environmental assessment review of a permit application by Lancaster County Solid Waste Authority for its Frey Farm Landfill in Manor Township.

The permit would allow the landfill to use soil from the former Barley Farm as cover material and for construction purposes.

"Suitable soil is a necessary component for a landfill to operate properly," said DEP South-central Regional Director Rachel Diamond. "After a thorough review, the department concluded that the authority's proposal would not create any significant impacts to the environment or the residents in the surrounding area. If the permit is approved, using soil from Barley site will ensure that the facility has enough cover material to dispose of municipal waste properly for the next two years."

The local citizen's group that monitors activities at the landfill has agreed with the authority's plan. The authority's permit application states that more than 60 percent of the 112-acre Barley Farm-or nearly 70 acres-will be preserved as open space once the borrow area is no longer used.

The department will now review the technical aspects of the permit application before making a final determination on the proposal. The landfill is currently in compliance with all applicable waste regulations.
