As part of the cleanup effort—conducted in accordance with DEP's Land Recycling Program, commonly referred to as Act 2—Franklin & Marshall College and the Lancaster County Solid Waste Management Authority removed nearly 105,000 tons of material and contaminated soil from March to August 2009. The material was disposed properly in Manor Township's Frey Farm Landfill.

The project's contractor, ARM Group, submitted the final report to DEP on Feb. 18. Citizens voiced concerns and raised questions about the report during an April 6 public meeting, but ARM addressed those issues to DEP's satisfaction.

According to the report, the site has met the residential statewide health standard for soil and a site-specific standard for groundwater. Environmental covenants will preclude future use of the groundwater.

Copies of the amended report are available for review at the Manheim Township Public Library, the Manheim Township Municipal Building and at DEP's South-central Regional Office in Harrisburg. It is also available on the Franklin & Marshall College website, www.fandm.edu/community-matters.

The Lancaster Brickyard site is an approximately 12-acre parcel that formerly served as a barrow area for a brick-making facility and an unpermitted municipal landfill.

DEP's Land Recycling Program, commonly referred to as Act 2, encourages developers to clean up and reuse contaminated commercial and industrial sites. Owners or purchasers are given a release from liability as long as the site meets certain environmental standards that are based on the property's intended use.
