Ned E. Wehler, P.G.
Chief Executive Officer
Chairman of the Board
Mr. Wehler brings over 30 years of geoenvironmental experience to ARM as the company's chief executive, principal hydrogeologist, and director of quality assurance. His technical background encompasses the fields of water resources development and management, environmental remediation, and engineering geology. Mr. Wehler has provided expertise in the field of water resources through the completion of comprehensive basin-wide groundwater studies, the development of municipal water supplies, and preparation of source water protection plans for public and private entities throughout the Mid-Atlantic Region. He has provided environmental site characterization and remediation services to private industry, local governments, and to the Department of Defense at various sites throughout the United States and in Iceland. He assisted in characterizing and remediating several of the first Brownfields sites to be redeveloped in the Commonwealth of Pennsylvania. Cognizant of the entire scope of Brownfields redevelopment, Mr. Wehler has assistance with marketing strategies and the incorporation of environmental remediation insurance products to facilitate Buyer-Seller agreements. Mr. Wehler is a licensed Professional Geologist in nine states, a handful of which include Pennsylvania, Virginia, Delaware, North and South Carolina. He received his B.A. in geology from Franklin and Marshall College in 1972.

William S. Tafuto, P.E.
President
Chief Operating Officer
Mr. Tafuto is President and Chief Operating Officer of ARM. He is also responsible for ARM's engineering practice and leads the Waste Management Engineering Group for the company. He has direct involvement in nearly all of ARM's landfill projects including siting, expansion, permitting, design, construction oversight, and closure of residual, municipal, and hazardous waste landfills. Mr. Tafuto is the Engineer-of-Record for more than 100 landfill projects, permit applications, and construction certification submissions. He has testified as an expert before the Pennsylvania Environmental Hearing Board in landfill harms/benefits cases and for Hearing Boards and Legislative Hearings in Maryland. Mr. Tafuto holds professional engineering licenses in Pennsylvania, Maryland, Delaware, New Jersey, New York, West Virginia, North Carolina, Massachusetts, and Vermont and has more than 19 years of experience in geotechnical engineering and solid waste management engineering. He graduated from Bucknell University with a B.S. in Civil Engineering in 1988 and earned an M.S. in Civil Engineering from Drexel University in 1994.


Stephen B. Fulton, P.E., P.G.
Vice President - Environmental Services
Mr. Fulton is responsible for the overall performance and development of ARM's environmental services practices, including environmental assessments and investigations, regulatory compliance, site remediation, and water resources management. Mr. Fulton has more than 18 years of technical experience in the fields of environmental and geotechnical engineering, with a particular focus on the design and implementation of environmental site investigation and remediation projects. His project experience has included site investigations, storm water management, groundwater flow analysis, closure designs for waste management units, post-closure facility monitoring, cost estimating for remediation and construction projects, soil and sludge stabilization, and slope stability analysis. Mr. Fulton graduated from Lehigh University in 1989 with a B.S. in Civil Engineering and a B.S. in Geological Sciences, and subsequently earned an M.S. in Civil/Geotechnical Engineering from Drexel University. In 2001, he received an M.B.A. from West Chester University.


T. Neil Peters, P.E.
Vice President - Maryland Operations
Mr. Peters joined ARM in early 2003 when he opened the Company's Columbia, Maryland office. The Maryland office was established to serve ARM clients in Maryland, Virginia, and the District of Columbia. Mr. Peters has over 26 years of experience managing and performing multi-disciplined environmental projects with an emphasis in industrial waste management and hazardous waste site remediation. He has directed a wide variety of environmental projects including environmental due diligence, facility siting and permitting, compliance auditing, and environmental management system development. He has directed projects at over 30 sites under the voluntary cleanup programs in Maryland, Virginia, Pennsylvania, and Delaware. Mr. Peters served on the Technical Advisory Panel to the Virginia Department of Environmental Quality during the 3-year review of the Voluntary Remediation Program (VRP). Mr. Peters holds professional engineer licenses in Maryland and Virginia. He earned his B.S. in Environmental Engineering from the University of Florida in 1980.


Jeffrey L. Leberfinger, P.G.
Vice President and General Manager
of Geophysical Operations

Mr. Leberfinger has nearly 20 years of experience performing geophysical services for a wide range of applications, including the identification of ordnance explosives/unexploded ordnance (OE/UXO), environmental, geotechnical, water supply, and underground utility location. He has performed extensive geophysical surveys for Federal Government clients including the U.S. Army Corps of Engineers, U.S. Air Force, U. S. Navy, and the U.S. Department of Energy. Under Mr. Leberfinger's leadership, ARM has developed specialized expertise in geophysical identification and mapping of unexploded ordnance on military firing ranges and former firing ranges across the U. S. Mr. Leberfinger received his Master of Science degree in Geology from the University of Toledo, Ohio in 1989. He is a licensed Professional Geologist in Pennsylvania, and a member of the Association of Engineering Geologists and the Society of Exploration Geophysicists. Mr. Leberfinger serves and ASTM Committee D-18, which is responsible for writing professional practice standards for surface and borehole geophysics.

 


John C. Masland , P.E.
Vice President - Geotechnical
Engineering Services
Mr. Masland has over 25 years experience in geotechnical engineering, and is responsible for leading the geotechnical engineering practice at ARM. Mr. Masland has managed a wide variety of geotechnical engineering projects in the mid-Atlantic region over the course of his professional career. He specializes in preparation of soils, geological, and foundation reports; foundation design for commercial, industrial, and transportation related structures; design of deep foundation systems; evaluation and remediation of sinkholes; design of post-tensioned soil and rock anchors; design of retaining walls and earth structures; evaluation and design of earth embankment and concrete gravity dams; pavement design and repairs; and preparation of construction drawings and technical specifications. He has also performed value engineering studies, forensic evaluations and studies, and has provided expert witness services to a variety of clients. Mr. Masland is responsible for oversight of ARM’s geotechnical construction phase services, which includes on-site oversight and testing of earthwork and concrete construction, as well as inspection of drilled and driven piles installation. Mr. Masland received his B.S. in Civil Engineering from Lehigh University in 1981. He is a licensed Professional Engineer in Pennsylvania, Maryland, Virginia, and Massachusetts.


Keith L. Lupfer, P.G.
Vice President - Environmental Services
Mr. Lupfer is responsible for the management of ARM's environmental assessment and remediation services. His professional qualifications include 20 years of demonstrated project experience in the environmental consulting arena supporting a variety of private and public government agencies. A summary of his project experience includes Brownfields Assessment/Redevelopment, CERCLA-related studies, Environmental Assessments, Pennsylvania's Land Recycling Program (Act 2), storage tank assessments, and remedial support services including environmental restoration, and environmental services for the transportation industry. Mr. Lupfer is a Pennsylvania-licensed Professional Geologist having obtained his BA degree in Geography from Shippensburg University.
