ARM is conducting a comprehensive environmental investigation of the 67-acre property known as the Lancaster Northwest Gateway/Armstrong site.  This site, located in Lancaster, Pennsylvania, comprises the historic Armstrong World Industries (AWI) Floor Tile Plant.  Linoleum tile manufacturing began at the plant in approximately 1909 and operations on most of the site came to an end, largely, by 2005.  Twenty acres of the facility remain in operation.  Forty-seven acres of the facility are no longer in use and ownership of that parcel has been transferred to the EDC Finance Corporation.

Like most manufacturing operations of this nature, certain chemicals were used in the various manufacturing processes.  These substances were typically stored and distributed from storage tank and piping systems.  Over time and in mostly isolated locations, leaks occurred in some of the underground piping and storage tanks, resulting in some localized impacts to soil and ground water.  AWI promptly responded to these types of events with corrective actions such as piping repairs, soil removal, and ground water remediation.  The environmental investigations that ARM is currently conducting are designed to investigate areas where prior problems were known to have occurred and to investigate other parts of the site where little information is known concerning environmental conditions.  This work is being conducted in conjunction with on-going demolition and excavation activities being conducted on behalf of the Project Partners by Brandenburg Industrial Services Corporation.

Following completion of the environmental investigation phase, and in conjunction with the Project Partners and the Pennsylvania Department of Environmental Protection, ARM will prepare plans for remediation of areas that do not meet state-wide environmental clean-up standards.  Environmental clean-up, as warranted, will be conducted according to an approved clean-up plan, during late 2007 and early 2008.  The project goal is to enable the Project Partners to safely proceed with site redevelopment and to eliminate future environmental liability, as appropriate.  These actions are being completed under EPA’s One Site Clean-up Program and according to the provisions of Pennsylvania’s Land Recycling and Environmental Remediation Standards Act (Act 2) of 1995.

ARM is also coordinating with a number of key project participants on a variety of concurrent and overlapping demolition, environmental investigation, and remediation activities, while meeting project milestones and project objectives.  Stakeholders are seeking to complete building demolition, environmental investigations, and environmental remediation in early 2008.  The project’s two key stakeholders are Franklin & Marshall College, which intends to use 27-acres of the site for recreational facilities, and Lancaster General Hospital, which plans on developing 20-acres of the site for a mixed use development including, but not limited to, residential, healthcare, and other related commercial uses.
