Crawford Station Baseline Remedial Investigation

Act 2 Remdial Investigation and Remediation Planning

Client: Susquehanna Area Regional Airport Authority (SARAA)

In 2002, Susquehanna Area Regional Airport Authority (SARAA) awarded a three-year, open-ended contract for environmental services to ARM.

As part of that contract, ARM conducted a Baseline Remedial Investigation (BRI) and subsequently developed a Remediation Plan for the Crawford Station property at the Harrisburg International Airport (HIA). The BRI was conducted in accordance with Pennsylvania 's Land Recycling and Environmental Remediation Standards Act of 1995 (Act 2) under Special Industrial Area (SIA) requirements. Crawford Station, is situated at the eastern end of HIA and was used as a power generating facility from 1920 until 1977.

Building Evaluation
Initially, ARM conducted a hazardous materials inspection in two of the main buildings on-site. ARM surveyed materials which would require management during building demolition such as:

  • Polychlorinated biphenyls (PCBs),
  • Asbestos containing materials (ACMs),
  • Lead-based paint (LBP),
  • Mercury switches, and
  • Surface water in the building basement.
Site Characterization and Remediation Planning
ARM then conducted an assessment of:
  • Site soils collected from areas of potential historic impact,
  • Sludge and sediment from the basement of the former power plant building,
  • Contents of above ground and underground storage tanks,
  • Surface water from an on-site surface water intake and discharge channels,
  • Groundwater from new and existing monitoring wells,
  • Ash residue in the foundations of the former power plant smokestacks, and
  • Aquifer characteristics.
ARM also excavated test pits and drilled soil borings for the collection of flyash from four on-site settling basins. These samples were analyzed for both chemical and physical characteristics. Physical testing was performed to determine the integrity of the materials for potential site re-use.

ARM then prepared a BRI report and remediation plan that included a summary of the findings, the determined threats and conditions of concern, recommended remediation/abatement action, and compliance monitoring requirements based on the intended re-use of the property. ARM performed corrective actions at the site to address electrical transfomers in a sensitive environment and interacted with PADEP on behalf of SARAA.
