ARM was contracted by ElectroChemical Engineering and Manufacturing Company (ElectroChem) of Emmaus, PA to support them with the investigation, remediation and redevelopment of an inactive parcel of land adjacent to their facility to support desired plant expansion activities.
Preliminary investigation activities of this parcel of land by others had revealed the presence of petroleum and metals contamination throughout the subsurface soils at the property. In response to this contamination, ARM worked with ElectroChem to develop a remediation strategy that was consistent with their intended future use of the property. Specifically, ARM developed a limited soil removal and in-place containment (asphalt capping) approach that would minimize remedial costs, allow for a release of liability by the Pennsylvania Department of Environmental Protection (PADEP) under the site-specific cleanup provisions of Act 2, and enable the work to be conducted under low interest funding by the Department of Community and Economic Development (DCED).
ARM prepared a work plan for the investigation and remediation of the site that was reviewed and approved by the PADEP. ARM then completed an application for funding support from the DCED, and the funding was approved. ARM conducted remedial oversight activities, and completed and submitted an Act 2 Final Report to demonstrate attainment of the site-specific standard. This report was approved by the PADEP.
By coordinating the remediation activities with the redevelopment activities, costs for the planned expansion activities were able to be covered under the funding support, and the impacted parcel of land has been returned to productive use to the benefit of ARM's client and community.
