For this project, ARM's principal engineer and geologist designed and completed supplemental remedial investigation activities, developed remediation plans, and managed the implementation of remedial activities for this former manufactured gas plant (MGP) site. The investigation activities included a focused investigation of soil, groundwater, and sediments at and beyond the site boundary. Geophysical activities were conducted and historic maps were reviewed to support the identification of buried structures and potential hot-spot areas. Air emission sampling was also conducted within the homes of neighboring residents. A Remedial Action Work Plan was developed and submitted to the NJDEP for review and approval, and approval was received.
To minimize costs and support the proposed future use of the site, a risk-based remediation approach was developed to stabilize site conditions (i.e., prevent additional contaminant migration) and address all potentially unacceptable exposure pathways. The approved remedial activities included removal of gas holders, tars and impacted soils, emission controls, and stream lining and rehabilitation. ARM's engineer also designed flood control and waste containment systems, and completed all permit applications and obtained all permits, including soil erosion and sedimentation control, stream encroachment, freshwater wetlands disturbance, discharge to ground water, and stormwater. The site design included capping residual materials with an asphalt cover, and redevelopment of the site as a Park-N-Ride facility.
