Description:
Ritter Brothers Properties hired ARM to perform an environmental investigation and remediation of the former TRW Administration Building located in a Keystone Opportunity Zone (KOZ) in the City of Harrisburg . As part of KOZ, the property qualified as an Act 2 Special Industrial Area site, funded by the Pennsylvania Department of General Services. The former TRW property became an important step in Harrisburg 's revitalization program.
Two areas of environmental concern were addressed at the property: the possible presence of asbestos-containing material (ACM) and lead-based paint (LBP) within the building and the existence of an underground storage tank (UST) behind the building.
A complete survey of the building was conducted to identify the presence of possible ACM and LBP features. After samples were collected and analyzed, an abatement plan was developed. ARM then engaged a subcontractor to properly remove and dispose of all ACMs according to the approved abatement plan. A certification report was prepared, documenting that the approved abatement plan was followed.
ARM also supervised all aspects of the UST investigation, removal, and closure. The 10,000-gallon UST was located behind the former administration building. Soil samples were collected around the tank to characterize surrounding conditions as part of documentation for potential impact to the property. All laboratory results indicated that historic use of the tank did not significantly impact site soils or groundwater. ARM prepared the UST closure report that demonstrated attainment of Chapter 250 of Act 2 requirements for closure.
