ARM is providing environmental and engineering consulting services to the City of York Redevelopment Authority (RDA) for the Northwest Triangle Initiative. The work is being performed under the auspice of Pennsylvania’s Land Recycling and Environmental Remediation Standards Act of 1995 (Act 2), Industrial Sites Reuse Program (ISRP).
This project is a landmark project for the City of York, and involves the investigation and redevelopment of a number of properties in the City of York currently considered to be under-utilized, abandoned, and/or encumbered with environmental problems that require remediation.
The properties within the Northwest Triangle area reflect a variety of historical uses, including residential, auto sales and repair, manufacturing of dyes and pigments, material storage and distribution, warehousing, and other uses. As such, these properties present a variety of environmental concerns and redevelopment challenges.
ARM’s environmental site characterization of the Northwest Triangle properties have included:
- Interior building surveys for hazardous materials such as asbestos-containing materials (ACMs) and lead-based paint (LBP);
- Geophysical surveys for the identification of buried objects such as underground storage tanks (USTs), buried sumps, and utilities; and
- Soil boring, sampling, and sample analyses for parameters of concern.
Based on ARM's recommendations regarding hazardous building materials handling, site demolition activities, including asbestos and waste removal is nearly completed for properties controlled by the RDA. ARM has also completed site characterization on the properties for which access was available and is currently developing remedial action plans for these properties.
Initial funding for this project was provided, in part, by a Pennsylvania Department of Community and Economic Development (DCED) grant. On March 26, 2008 PADEP announced that it would provide additional funding for the project through a Growing Greener II grant.
